The document presents a failured reform memorandum from the US State Department in relation to the harsh interrogation policy of the George W. Bush administration. The July 2005 memorandum was prepared by Mr. Zelikow and John Bellinger, and proposed an alternative legal framework predicated on acceptance of the prohibition against "cruel, inhuman, and degrading" treatment.

The document has not been made publicly available until now. It was obtained by Stephen Aftergood from the Federation of American Scientists.
